19 December 2073 – Paris, France – In an effort to restore order to the EU, General Henri Nahaer, Saedur-Krupp’s Commander of European Security Forces has declared martial law throughout the Union. Curfews of 9 PM have been established and penalties for looting and other disobedience crimes now carry a sentence of exile from the continent. “This lawlessness has got to end. Until we restore order, food and other supplies cannot be distributed. Those who break the peace can no longer be allowed to weigh us down, so we are shipping them to Siberia.” When asked if it would be kinder to simply hang looters, rather than ship them to the volcanic wasteland of Siberia where they are sure to find a slow, frozen, and hungry death, the General simply shrugged. “By their actions these looters had our good citizens very civilization in culture. Hey have forfeited their own rights as citizens and deserve whatever fate they receive outside the boundaries of our Union.”
